Jogo onde o protagonista é Niko Bellic, imigrante do leste europeu que vai aos EUA atrás do "sonho americano" e, influenciado pelo primo Roman, acaba se envolvendo em atividades criminosas. Na verdade, Bellic não é um bandido, e leva uma vida tranquila, mas aos poucos se vê forçado a tomar decisões pouco ortodoxas. Enquanto se envolve com uma ssérie de sociopatas do submundo, ladrões e todo tipo de malandros, ele descobrirá que a realidade está muito longe do sonho. O ambiente é Liberty City, uma recriacão da cidade de Nova York, onde secultua dinheiro e status. Ou seja, um paraíso para alguns e um pesadelo para outros.
